There may be other problems, but the use of single quotes prevents $device from being interpolated in:
Does using the following instead help get rid of errors?$telnet->waitfor('/$device"."# /i'); ##wait for prompt
$telnet->waitfor( qq{/$device"."# /i} ); ##wait for prompt
