I don't think you'd ever need to do that, but I can think of a couple of solutions:
- (?x: $ )
- (?=\n|\z) (if /m is in effect)
- (?=\n?\z) (if /m isn't in effect)
- (?![^\n]) (if /m isn't in effect)
