Firstly, kudos to you Leigh++ for asking about the correct manner to post such vacancy positions before blindly posting positions to the site (as has been done by others previously).

You best option for advertising such positions however would be to post at http://jobs.perl.org as suggested by ViceRaid above as this site (jobs.perl.org) is widely recognised as the place for such advertisements and syndicated via RSS to a number of smaller sites.

If however, you would like to specifically promote your placement services to the users of Perlmonks, either for specific placements, or more generally as a recruitment agency, then I believe that the option forwarded by toma above for banner advertisement is an excellent suggestion.

The choice of best advertising option would be dependent upon how specific you want to make your promotion, that is, if you wanted to advertise a specific position or general recruitment services, and the lifetime of such promotion cycles. Another option open to you may be Google Adwords.
