This is a good idea. Having worked with converted autocad files (which needed extensive AutoLisp scripts to fix), and open standard for CAD files would be good.
May SVG (Scaleable Vector Graphics) specification http://www.w3.org/TR/SVG/
could be used as a usefull base or somehow incorporated since they have similar elements?
