Simple PAR problems

I'm having trouble with PAR on win xp pro. Any suggestions most welcome. Thanks.

The error is

Can't spawn "C:\APPS\Perl\bin\parl.exe": Bad file descriptor at C:\APPS\Perl\bin

Here's the hello world test:
