CGI works with STDIN and STDOUT, so that is easy:
binmode STDIN, ":encoding(utf8)"; binmode STDOUT, ":encoding(utf8)";
my $cgi = $ENV{REQUEST_METHOD} eq 'GET' ? CGI->new(decode_utf8 $ENV{QUERY_STRING}) : CGI->new;
(all code untested)
