Perl 5.14.0 cc_runtime.h

Anonymous Monk has asked for the wisdom of the Perl Monks concerning the following question:

While trying to install CPAN modules on a fresh Perl 5.14.0 install I get the following error message repeatedly from different modules (DBI, List::MoreUtils, ...).

What am I doing wrong?
