Have you looked at
SpeedyCGI?
While it isn't a stand-alone engine, it does give you much of mod_perl's benefits (e.g. a persistent perl process) without requiring any modification of the underlying web server. I've installed and used it entirely within a user account, without any system privileges, and it serves up my HTML::Mason pages with respectable performance. - barrachois
