Maybe it has. But you can't know from just looking at the time frame. TimToady usually says he'd rather like Perl 6 to take longer than finishing on time, and being crap. I agree. Still we are well aware that some things are very hard to achieve, which is why occasionallly features are removed from the spec. See S01 for more thoughts.
