&lt;p&gt; It uses &lt;c&gt; perl -V:make &lt;/c&gt; by default, but if you install MinGW it ought to try to run dmake &lt;c&gt;
ppm install MinGW dmake
cpan  Net::POP3
&lt;/c&gt;
&lt;p&gt; To force the issue you'd run &lt;c&gt;
perl Makefile.PL make=dmake
&lt;/c&gt;
