<p>Have you tried this?</p>
<c>
$ cpan Math::Random::ISSAC
$ cpan Email::MIME
$ cpan Email::Send
</c>
<p>Hit enter (accept the defaults) for the questions that come up the first time through, unless you have some idea of why you might not want to accept the default. Oh, and although Windows isn't terribly case-sensitive, the CPAN installers (and Perl) are, so you do need to pay attention to how module names are capitalized.</p>
<p>Strawberry Perl should be able to use the <c>cpan</c> installer without too much trouble. At least it does for me when I'm working with Windows.</p>
<p>Individual modules may present challenges of their own. But at least for the ones you've mentioned, I don't believe they present any unusual difficulties for Windows users.</p>
