Perl: the Markov chain saw

I'm in between paid jobs right now. I am however doing some volunteer work for The Department of Military Affairs (VA State Agency). I'm their Linux expert and I setup and maintain their Samba server. I'm also tasked with writing them a database and that is where Perl comes in. I have tinkered with Perl for a while but, probably can't write anything useful. I did recently write a couple Bash s‎crip‎ts that generate a series of reports from a dump of their spreadsheets. I think Perl can do a better job. This database is going to be a internal web based application. I have an Apache web server also setup in their office and I have one setup at my house. I was thinking of doing it with PHP5/MySQL but, now I think maybe Perl/SQLite approach might be better. In any event, I would like to learn more Perl. Currently, I have some flexibility when it comes to picking which way I go with this project. The rest of the office is running Windows XP. There is an ID card system that uses Access to generate ID cards. I might have to hack into the access mdb system or if I can create or find another way to create ID cards that uses Perl, this would be a HUGE help to me and would seal the deal with using Perl. Anyway, I'm here to learn.
