Ah, I'm sorry, ActiveState don't provide this package on Windows 64bit (Re^2: problems installing PAR::Packer (pp) on Windows 7). You'd need to install it yourself. The easy alternative is to switch to Strawberry Perl. It comes with many more modules and tools as standard, including MinGW.
