I've just used the GUI PPM to install Tk 804.029 from Bribes. Under Edit|Preferences 'Add' an entry for Bribes with the URL http://www.bribes.org/perl/ppm.

    That's great news - it was missing for quite a while and I was starting to think that it might be gone permanently.

    There is also http://www.bribes.org/perl/ppm64, that's what I needed for my Windows 7 64-bit version. The other was showing 0 packages available. :-)
