Personally I open emacs and type "Meta+X irc", but you can use alice that can be configured using Perl hashes. In bash:
# apt-get install alice $ man alice $ less ~/.alice/config

To run the program you type alice in bash and then paste the direction provided in your favourite net browser

you can also try the package ekg2-scripting-perl or do it yourself with the modules libanyevent-irc-perl or libnet-irc-perl
