While I realize that your quest is for a "Perl" solution, I can't help but recognize that
that there is already a tremendous arsenal already available to accomplish your goal(s)
As I am most familiar with BSD-UNIX, I'll speak to that, but any *NIXish OS should
have comparable tools. May I suggest the following search:

or:
http://www.freebsd.org/cgi/ports.cgi?query=sniff&stype=all
as a possible solution (or lead) to what you're seeking.
