What's happened to roth.net?

astroboy has asked for the wisdom of the Perl Monks concerning the following question:

Hi does anyone know what has happened to roth.net? It used to be a fab resource but seems to be suffering from being unmaintained. Many Windows-related Perl packages could only be found there as Dave didn't seem to release to CPAN. Unfortunatey, the FTP server doesn't seem to be working, so I can no longer get the source and compile myself. I tried emailing the adresses on the site, but the emails bounced

And since I can't connect to the FTP server, does anyone know an alternative source for Win32::Perms?
