I'm not sure if I understand completely but shouldn't it be possible to use the old strignification in newer Perls? I mean why don't you build with 5.10 and trust on backwards compatibility of 5.18 ? > Now, aside from using Perl 5.10 or 5.12 for building, Oops overlooked this or it was updated later... Never mind! :)
