I don't understand why you would choose that particular post to rant about students doing their homework with the help of perlmonks. supriyoch_2008 provided a fairly well written post, with some working code that solves part of the problem. This is not a case of someone asking for a plug-and-play solution without providing any work.

As for the instructor (if there is one), maybe that person is not as available as you guess them to be, or actually expects the students to be able to search for answers without their help.
