Do you mean "without using PPM to install directly from the Internet"? If yes, there is a way. I've used it myself.
Search for the relevant .zip file on Active State's site. Download the .zip file, transfer it to the laptop, unzip it and read the readme file. You will need to have PPM locally on the laptop, but that should be the case if you have migrated the full Active State Perl installation.
If you don't have PPM at all on the laptop, then I have no clue how to solve your problem.
