According to this alt2600 FAQ page (which repeats what you already know), the standard used for track encoding is ANSI/ISO 7811/1-5, available from the American Bankers Association.

Update: These seem to be the character encoding definitions from the ISO standards. (Track 1 data is discussed in section 7.1)
