Excellent writeup!

If you'd still like to use Dreamweaver (and aren't too far along to consider switching to HTML::Template), check out jeffa's Dreamweaver object extensions for HTML::Template.

There's also some modules on CPAN that work with Dreamweaver's Template and Library modules. Haven't tried them yet, but they look interesting.
