Sorry to point this out, but..

$x = "123456";
if ( $x =~ /\d{5,5}/ ) {
   print "wrong";
   }

Still matches 123456

This will do the trick

$x = "123456";
if ( $x =~ /^\d{5}$/ ) {
   print "right";
   }
