Where I work, the code has never been attempted to measure in number of lines. It is measured in how fast, I can provide the deliverable or provide the worry-free code. I am lucky to have that measured in the intelligence it provides and taking at the attempt do what seems very complicated to nearly impossible at first. It is measured in terms of maintainability and integrating with the entire system in such a way that it doesn't create any scene of problems in future.

When you code let's say 150 lines, do you include the lines in the modules from CPAN you use or just your lines? I would rather research the whole day,have deeper understanding of the problem and various ways of solving the problem and write the code the next day if I have 3 days available.

Clients now have to be mature enough to understand the other parameters to consider productivity.
