How many threads are you going to start about this one module installation? Why would I want to read a PDF file elsewhere? Why don't you try to install the dependencies properly, as described in their documentation? Please re read your previous posts on this topic, including how to test my perl-prerequesites on a Linux-box - with command line-approach, /WWW::Mechanize::Firefox how to install on opensuse 12.1 and many others.
Cross post at OpenSuse forums.
Update: Your title is once again misleading. Cpan isn't forcing you to install make.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
