It's a DOS-style file, with "\r" on every line,
and there is a blank first line before the
shebang line. You can run it with `perl ./bugs.pl`
or do `perl -i.bak -pe's/\r//' bugs.pl` and remove
the first blank line then run with `./bugs.pl`.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
