Huh... I always thought that perlmonks did have a fortunes style thingie. There are about 10 or so quotes that keep coming up on the top of the page, above the "Search" area. It has things like "be consistant", "Keep It Simple, Stupid", "Just another Perl shrine", "Think about Loose Coupling" and so on. I thought this was pretty close to what is proposed hee. Te only thing one might need to do is just add a couple more quotes, cause 10 or so seem to be a bit too little.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
