It's up to each server which groups to carry and from whom. You can't even define "all of Usenet" in any useful terms.

There's no guarantuee that no messages will be lost. With some newsgroups I used to subscribe I had the problem that none of the servers that carried them were very well connected.

And people can add headers to a message to request that archivers not store it.

There's a lot of hurdles that PerlMonks doesn't have per definitionem.

Makeshifts last the longest.

Snippets of code should be wrapped in <code> tags not <pre> tags. In fact, <pre> tags should generally be avoided. If they must be used, extreme care should be taken to ensure that their contents do not have long lines (<70 chars), in order to prevent horizontal scrolling (and possible janitor intervention).
