I think the CPAN module author/ownership is the wrong model for CPAN guides. I'd rather see something Wiki-ish where anyone can update the information--not just annotations or comments, but the actual content.
Most of the example guide documents you cited are already a bit out of date. (New CPAN modules come out all the time.) It'd be nice if anyone could update the guides, instead of relying on the original authors for everything.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
