when i connect to a website with LWP, does the website considers this connection as if a "view" or not ?

Of course, this depends on what the website counts as "view".

The only thing that is sure is, that the website will count this as a page request, because that is the only thing that happens. Some mechanisms count only one page request per IP address as a "view", other mechanisms (try to) set a cookie and only count different cookies as "views". But as long as you don't tell us what counts as a "view", we can't tell you whether an LWP request counts as such.

and if i connect throgh a proxy, so the website considers every connection as a unique, right ?

As some proxies also forward the original IP address, no, the website will most likely not consider your hits through proxy servers as unique.

Stuffing a ballot or otherwise raising the hit count for a website isn't as easy as you think, because a good hit counter counts different things than just page requests - but you will have to find out yourself what the specific website considers a hit.
