I'd like to see an option in CPAN search to only search for highly-rated modules. CPAN's problem is really that it accepts everything, as much as CPAN is tightly integrated with Perl, it still lacks a strong commitment to quality among some modules, so there is a lot of chaff that drags down it's utility. In this sense, yes, it's open and there is a lot of good stuff -- but there are a lot of modules one wastes one's time with while trying to find one that works. In this regard, a stronger base of good modules (and less chaff) would be much better in my opinion.
