It may not be an announcement, but it is Perl. And a pretty interesting article, at that. I'm not the author of the reaped node, by the way. I just followed the link and found it interesting enough to reply.

XML::Simpler does not require XML::Parser or a SAX parser. It does require File::Slurp.
