There are several existing Apache modules for limiting bandwidth, as well as some mod_perl stuff on CPAN. No need to start from scratch.

I thought the bandwidth limiting/shaping stuff was tied to IPs and/or virtual domains. I'd need to have the limiting applied to users that would not physically exist anywhere other than a record in a table in Postgres.

If this is possible - then it sounds like a great way for me to go. I'll persue this through a refreshed browse through apache.org. Thanks. :)
For truly custom stuff that can't be fit into the existing C modules, use one of the Apache:: modules on CPAN and modify it to meet your needs.
