To gather Information on Win32-plattform Microsofts Scripting Guys released Scriptomatic 2.0: http://www.microsoft.com/technet/scriptcenter/tools/scripto2.mspx
It generates code in bunch of scripting languages including Perl and is easy to use (so I thought it was worth mentioning here).
