Can't set timezone to +0
Description:
Noticed that my timezone was still set for daylight
savings (BST/UTC+1 - I'm in the UK). Try setting it
back to UTC+0 and it looks like it works (form is
updated after the submission, but if I come back to
the user settings page, it's still set to UTC+1 (or
whatever it was set to before I try setting it to
UTC+0).
