It might depend on the power of the language you're using (which, since this is a Perl community, I'd assume is Perl) vs. the power of the tools you have available to use with said language. It would also depend on your individual skill and comfort level with both the language and the tools. See also http://osteele.com/archives/2004/11/ides.
