I don't think it fosters stewardship to hold someone accountable for wrongdoing when they are merely asking if an action is appropriate. As was mentioned in an earlier reply, jobs.perl.org is an appropriate place to post job listings. If the OP didn't know that, how would they have found out? Do you suggest that every poster ask if a question is apporpriate in the chatterbox before posting? Doing so, in my opinion, reduces the value of this site tremendously.
