This is a subject of a talk I have given at 2 YAPC conferences: Packaging Perl Applications

Regarding PAR, Steffan Mueller has taken over the distribution, and done much in the past 6 months; I believe he may be lurking in the monastery. There's also a very active mailing list, and I recommend posting your bug reports there.
