centainly, the government and university must take their responsibility. The person's responsibility is their own. Killing people is not something a mentally healthy human does easily, even in cases where the person who was killed deserved it. A few years ago, a person was threatening some kids in pre-school in my home town with a gun. One of the cops on the scene used lethal force when it was clear the guy was going to kill his hostages. There is no doubt that the guy deserved it. Even after being upheld as a town hero by the parents involved, the cop wishes he never had to take that shot. The Internet/movies/video games will not turn a mentally healthy human into a psychopath. One does not need an in-depth study to prove this (though some exist). There is enough violent media out there, and enough people watch it, that if this was prone to change people into mass-killers, then mass-killings would happen on a daily basis rather than a handful per decade. This is not to say that violent media won't effect normal people at all. You can't take in any sort of information without it effecting your brain somehow. Violent media can and does tend to make people more aggressive in general. However, the jump from normal to serial killer is huge, and cannot be jumped in an entire lifetime of playing GTA and watching Pulp Fiction.
