Unfortunately my Eclipse debug dialogue is missing the 'Environment' tab.

You could also set it from within your script, e.g.

#!/usr/bin/perl

BEGIN { $ENV{PERL_DL_DEBUG} = 1 }

use Time::HiRes;

# ...
