No, I mean the decision to require an explicit MSWin32 flag be passed to Makefile.PL is not compatible with the CPAN.

Thus, a bug in the packaging of Tk.

    Tk builds fine with just 
    perl Makefile.PL
dmake

    [download]
    No need for command line options. This is really only needed for cygwin where one can choose between X11 libraries and native Windows GUI (but this don't work anyway).
