It's just called differently, the link text is "Comment on".

Given your response, I investigated a bit. The reason, why
the link is not shown is that it is painted "white on white".

No, the point of the "No Theme" theme is to disable all the default CSS you'd get when using a theme,
so that those who so desire can completely style PerlMonks to their liking. (These folks find the small
set of pre-canned themes too limiting.)
If you use "No Theme", you really need to go define some CSS in your Display Settings.
