It depends a lot.

About the how: In general if it's open source (I tried to find out, but the "download" link is a 404) your chances are much better. Your site seems to generate some sort of income, and if that's more (doesn't matter how much) than the hosting costs you should offer to share that.

Most Perl hackers that I know tend to be absorbed in interesting and time consuming projects already, so you have to offer them something interesting.

About the where: If it's built with a particular framework (like Catalyst or Jifty) you could ask in their respective communities.

Of course the best chances are to advertise on your site directly, as has already been said.
