HTML::Template is my templating environment of choice, in which I spend hours a day. If you are going to stick with H::T, don't overlook it's great compatibility with CGI::Application. There is a tutorial here at the Monastery that will give you an idea of how the two work together (I would link you to it, but then that would be shameless promotion). Anyway, have a look as I've been there, done that.
