Why can't I find the input box to submit a post on the Monastery Gates page?
No one can post directly to The Monastery Gates, also known as the Front Page; you must post to specific sections (Where should I post X?). Certain monks can move specific postings to the Front Page (see Who can moderate?). See also What nodes should/should not be FrontPaged?.

Given that the front page is intended to be "the first thing a newcomer to PM sees", perhaps there should be an obvious link to Where should I post X? somewhere near the top?

Something along the line of "New to PM? Looking for help? Please go here first."

The Information nodelet has a link called Guide to the Monastery that also talks about the sections. I think the title "Guide to the Monastery" is along the lines of what you mention. We also have a "Need Help??" link just above the nodelets, and a message on top of the front page saying "If you're new here please read PerlMonks FAQ" (though this latter only seems to appear if you're not logged in). Just how many more links do you want?

I agree that all of the information is there, I just think it could be called out a bit more effectively for newcomers. For example, the The Perl Monks Guide to the Monastery is nearly off the bottom of the screen for me when I visit The Monastery Gates. It took me a while to learn to navigate around perlmonks when I first started coming here, I suspect that's the case for a lot of newcomers.
