If you are going to use SOAP, then I suggest that you start out with a fully-featured implementation of it.
Before you do so, however, consider whether there is not already a CPAN module that will allow you to approach your task at a still-higher level of abstraction ... taking care of, say, “not merely the SOAP (or whatever-it-is) transport piece of it, but the whole soup-to-nuts shinola.”
One thing that you must ponder is, “how well do the two parties know each other?” If they know each other very well, and operate only within an internal server or intranet, then they might not require much “protocol” at all. Whereas, a generalized web-service is designed not only to speak to a total stranger, but to describe itself to it.
