Figure out what changed in your environment. Check that the directories in perl -V exist and have permissions which allow you to read them.

    I get the following error when running perl -V: Can't locate in @INC (@INC contains: .).

    BEGIN failed--compilation aborted.

      Where is perl located?

      perl -E " say $^X "
