[ELISHEVA]: what's curiouser is that the underlying Text::CSV_XS appears to be BOM-friendly
[afoken]: DBD::CSV has a csv_class attribute. You could subclass Text::CSV_XS to handle BOMs, e.g. through File::BOM.
