What's the deal with ExtUtils::MakeMaker [build_requires] suggests that the problem may be related to BSDPAN::ExtUtils::Packlist. Perhaps this is an avenue worth investigating.

This problem has been solved. See ports/162016: BSDPAN::ExtUtils::Packlist->get_dir_list can go into an infinite loop.
