Eh, what exactly is your question? What do you mean by "link"? Do you mean the LINK tag in HTML? You can create that with a print statement, as in:

print '<LINK HREF = "style.css" REL = "Stylesheet">';
or you could use the corresponding functions from CGI.pm.
